WhatsApp Campaign Management
This guide walks you through creating and launching a WhatsApp campaign inside the WhatsApp Platform. The numbered steps and screenshots reflect the platform interface exactly as you will see it on screen. Follow them top to bottom the first time you create a campaign.
Alongside the product steps, you will find clearly marked reference boxes that connect each action to Meta's WhatsApp Business Platform rules. These boxes explain why a step exists and what Meta requires, so your campaigns are not just created correctly but also remain compliant and deliverable.
| step | desc |
|---|---|
| Campaign Setup | Select country and campaign mode (Normal / AI Agent). |
| Campaign Details | Enter campaign name and choose or confirm WhatsApp template. |
| Upload Contacts | Upload CSV/Excel file and map columns to template variables. |
| Review & Launch | Verify all details, template preview, and variable mapping. |
| Campaign Created | Campaign saved. Click Launch from the Campaign List to go live. |
Part 1: Campaign Creation — Prerequisites
Before creating your first campaign, make sure the following prerequisites are in place. Missing any of them will either block campaign creation or cause messages to fail at the Meta level.
| requirement | why |
|---|---|
| Connected WhatsApp Number | A WhatsApp Business number connected to the platform with Status: Approved. Campaigns are sent from this number. |
| At least one approved template | Campaigns can only use WhatsApp message templates that Meta has reviewed and approved. You select the template when creating the campaign. |
| Contact list with opt-in | A list of recipient phone numbers who have opted in to receive WhatsApp messages from your business. Users require opt-in for every business-initiated message. |
| AI bot (AI Agent mode only) | For an AI Agent Campaign, a WhatsApp AI bot must already be created and mapped to the template you intend to send. |
The Two Campaign Modes
The platform supports two campaign modes — Normal Campaign and AI Agent Campaign. Both are covered in full in this guide.
| mode | what |
|---|---|
| Normal Campaign | Broadcast only. The campaign sends the template message to your contact list. When a customer replies, the reply appears in the Inbox for an agent to handle manually. |
| AI Agent Campaign | The campaign sends the template message and a mapped WhatsApp AI bot automatically handles customer replies using the campaign context — no manual agent step needed for routine replies. |
Part 2: Steps to Create a Campaign
Step 1 — Open the Campaign Module
On the left side of the panel, click on WhatsApp Platform. Then go to Campaigns and click on the Create Campaign button on the top right to start creating a WhatsApp campaign.
The Campaign dashboard summarises your account health — total campaigns, active campaigns, campaign health, and average delivery rate. The Templates Ready counter reflects how many approved templates are available to use. A campaign can only be built on an approved template, so check the counter before you start.
Step 2 — Choose a Campaign Mode
There are two ways in which you can run a WhatsApp campaign — Normal Campaign or AI Agent Campaign. Both modes begin with the Create WhatsApp Campaign screen, which uses a five-stage workflow: Campaign Setup → Campaign Details → Upload Contacts → Review & Launch → Campaign Created.
Part 3: 2.1 Normal Campaign
In a Normal Campaign you can broadcast only. When a customer replies to your broadcast message, you can check the inbox for manual handling to create a normal campaign; follow the steps below.
2.1.1 Select Normal Campaign
On the Campaign Setup screen, select the target country — this sets the expected phone-number format for your contact file. Under Choose Campaign Mode, select Normal Campaign and click Next: Campaign Details to proceed to the next step.
2.1.2 Fill in Campaign Details
The next step is to fill in the details of the campaign — the campaign name and your required WhatsApp template, selected from the dropdown. Then click Next: Upload Contacts.
2.1.3 Upload Contacts and Map Columns
The next step is to upload the contact details of your end-users. You can upload the contact details directly, or you can first download the sample file by clicking Download Sample CSV and fill in the data accordingly.
Once the file is uploaded successfully, column mapping is required between the file and the system. Map your columns as follows:
- Phone Number ← phone
- Body1 ← body1
- Body2 ← body2
Once you have mapped all the required parameters, click Next: Review & Send to proceed with the next step.
2.1.4 Review and Launch
The next step is to Review and Launch Campaign. Review all the details and click Create Campaign. Once you click Create Campaign, go to the Campaign List and click Launch to run the campaign live.
Part 4: 2.2 AI Agent Campaign
An AI agent automatically handles replies with campaign context. For the AI Agent Campaign, you need to first map your WhatsApp Agent with the template you want to send to a customer. The following are the steps to create an AI Agent Campaign.
2.2.1 Select AI Agent Campaign
On the Campaign Setup screen:
- Select the AI Agent Campaign type.
- Select the AI Agent by clicking on the dropdown button and choosing the AI bot you want to connect to run the campaign.
Once you are done with this, click on Next: Campaign Details to proceed with the next step.
2.2.2 Campaign Details
In an AI agent campaign, give the campaign a name. Your template will be auto-selected since you have selected the AI Agent Campaign mode. (A link explaining how to create an AI bot will be added here later.) Once you have filled in all the required fields, click Next: Upload Contacts to proceed to the next step.
2.2.3 Upload Contacts and Map Columns
The next step is to upload the contact details of your end-users. You can upload the contact details directly, or you can first download the sample file by clicking Download Sample CSV and fill in the data accordingly.
Once the file is uploaded successfully, column mapping is required between the file and the system. Map your columns as follows:
- Phone Number ← phone
- Body1 ← Body1
- Body2 ← Body2
2.2.4 Review and Launch
The next step is to Review and Launch Campaign. Review all the details and click Create Campaign. Once you click on Create Campaign, go to the Campaign List and click Launch to run the campaign live.
Part 5: Meta Compliance Reference
This section summarises the Meta WhatsApp Business Platform rules that affect every campaign you create. Following them keeps your messages deliverable and protects your quality rating.
Template Categories
Every WhatsApp template is classified by Meta into one of three categories. The category is assigned at approval and affects pricing and how the message is treated.
| category | useFor | examples |
|---|---|---|
| Marketing | Promotions, awareness, offers, announcements, re-engagement, any commercially motivated message not in Utility. | Sale offer, product launches, newsletters, cart reminders. |
| Utility | Follow up on a specific action or transaction the user has already made or expects. | Order confirmations, shipping updates, payment receipts, reminders. |
| Authentication | One-time passcodes and account verification only. No promotional content. | Login OTP, transaction OTP, account recovery codes. |
Opt-in and Quality Rating
You may only send campaign messages to users who have opted in to receive WhatsApp messages from your business. Opt-in can be collected on or off WhatsApp and the user must know they are agreeing to messages from your business. It is good practice to collect separate opt-ins for different message types (for example, order updates versus marketing offers) and to give an easy way to opt out.
Each WhatsApp business number has a quality rating (High / Medium / Low, sometimes shown as Green / Yellow / Red) based on rolling user feedback over the last seven days: blocks, spam reports, and low engagement push the rating down. A low rating can freeze your tier or reduce your messaging limit, so monitor it before and after large sends.
Messaging Limits
Messaging limits are the maximum number of unique users your business can message outside the customer service window in a rolling 24-hour period. They are set at the business portfolio level and shared across all numbers in the portfolio.
| tier | howReached |
|---|---|
| 250 users / day | Default for every new business portfolio, before verification. |
| 1,000 / day | Complete customer verification, enabling high-quality messages over a 30-day period. |
| 10,000 users / day | Automatic scaling after sustained, high-quality usage of the previous tier. |
| 100,000 users / day | Continue automatic scaling with a good quality rating; verified businesses may reach this tier faster. |
| Unlimited | Sustained high volume and high quality over time. |
Pre-launch Checklist
Run through this checklist before clicking Launch on any campaign:
- The sending WhatsApp number is connected and has an acceptable quality rating.
- The selected template is approved and its category matches the message content.
- Every contact in the uploaded file has opted in to receive WhatsApp messages from your business.
- Phone numbers are in the correct format for the selected target country; invalid rows have been reviewed.
- All template variables (Phone Number, Body1, Body2, …) are mapped to the correct CSV columns.
- The DND preview has been checked — the right values appear under the right variables.
- The audience size is within your current messaging-limit tier.
- Marketing campaigns give recipients a clear way to opt out.
